Ex Wolves player Tudor, 23, had attracted interest from a number of clubs but signed for the O's following close interest from Ling who stated, "He can play on the right or left wings and carries the ball comfortably and with pace."
Ling also promised several more signings, "I'd still like someone who can play left wing as well as a centre back, central midfielder and centre forward."
Tudor was Cambridge's leading scorer last season with seven goals which brought his total tally for the U's to 26 goals from 126 starts since signing in 2001.
